Thematic Analysis of Barriers to Popularizing the Economy with the Aim of Enhancing Citizen Participation

Abstract
Objective: Popularizing the economy requires the participation and empowerment of individuals in society to contribute to economic growth and development. The purpose of this study was to investigate the barriers to public participation in the Iranian economic system and to propose strategies for enhancing citizen participation in the country’s economic activities.
Method: This applied research was conducted using a qualitative approach with thematic analysis. The study population consisted of executive managers, prominent experts, and academic scholars knowledgeable about the research topic. The sample size was determined based on the principle of theoretical saturation. Data were collected through semi-structured interviews and analyzed using open coding and the six-step process of Braun and Clarke. The validity, credibility, dependability, and confirmability of the data were examined using Lincoln and Guba’s four criteria. Reliability was assessed through the test–retest method.
Findings: The findings revealed that the barriers to popularizing the economy consisted of 91 basic themes, 29 organizing themes, and 8 overarching themes. These overarching themes included economic barriers, structural barriers, legal barriers, educational and skill barriers, cultural barriers, political barriers, social barriers, and environmental and natural disaster barriers. Among these, economic and structural barriers were identified as the most significant obstacles to public participation in the economy.
Conclusion: Finally, a model of barriers to citizen participation in the Iranian economic system was developed, along with strategies to enhance public participation in economic activities and increase production. The findings of this study can assist entrepreneurs, managers, and economic policymakers in formulating effective policies and removing barriers to public participation in economic development and prosperity.
