طراحی مدل شایستگی‌های کارآفرینانه مدیران در نهادهای عمومی غیردولتی (مطالعه موردی: اتاق بازرگانی، صنایع، معادن و کشاورزی ایران)

چکیده
هدف: مسئله اصلی این پژوهش فقدان چارچوبی مناسب برای شناسایی و تعیین شایستگی‌های کارآفرینانه مدیران در اتاق بازرگانی، صنایع، معادن و کشاورزی ایران است. برای بسترسازی ورود اتاق بازرگانی ایران به سوی تحقق نسل چهارم اتاق‌های بازرگانی که در سراسر جهان در حال شکل‌گیری است، توسعه شایستگی‌های کارآفرینانه مدیران این نهاد تاثیرگذار اقتصادی از اهمیت به سزایی برخوردار است تا اتاق بازرگانی ایران بتواند از ساختار سنتی قدیمی خود خارج شود و همگام با اتاق‌های بازرگانی جهان در راستای اتاق‌‌های بازرگانی ارزش‌آفرین نسل چهارم حرکت نماید. بنابراین، هدف کلی این پژوهش، طراحی مدل شایستگی‌های کارآفرینانه مدیران در اتاق بازرگانی ایران است.
روش: روش‌شناسی مورد استفاده در این پژوهش بر اساس مدل پیشنهادی «پیاز پژوهش» است. بر اساس پیاز دانش، شش لایه این پژوهش به این شرح است: فلسفه این پژوهش، فلسفه تفسیری است که بر اساس تفسیر نظرات ذینفعان اصلی اتاق بازرگانی ایران حاصل شده است. رویکرد پژوهش: برای پیشبرد این پژوهش از رویکرد استقرایی استفاده شده است. راهبرد مورد استفاده در این پژوهش، راهبرد پیمایشی است. روش مورد استفاده پژوهش روش پژوهش کیفی است. افق زمانی پژوهش حاضر از نوع مطالعات مقطعی است. ابزار گردآوری داده‌های پژوهش حاضر، انجام مصاحبه نیمه ساختاریافته پژوهش‌گر با 14 نفر از ذینفعان اصلی اتاق بازرگانی ایران از طریق نمونه‌گیری هدفمند تا رسیدن به مرحله اشباع نظری است. همچنین بر اساس تحلیل محتوای داده‌های گردآوری شده از مصاحبه‌ها، ابتدا شایستگی‌های فرعی کدگذاری و در نهایت خوشه‌های شایستگی‌ طبقه‌بندی گردیدند.
یافته‌ها: پس از تحلیل داده‌ها و تجمیع مفاهیم استخراج شده، در مجموع 40 مولفه به دست آمد که در 8 خوشه شایستگی جای گرفتند. 
نتیجهگیری: پس از تحلیل داده‌ها و تجمیع مفاهیم استخراج شده، در مجموع 40 مولفه به دست آمد که در 8 خوشه شایستگی جای گرفتند. خوشه‌های شایستگی شناسایی شده در این پژوهش عبارتند از: شایستگی‌های ارتباطی، شایستگی‌های رهبری، شایستگی‌های تصمیم‌گیری، شایستگی‌های تفکر نقادانه، شایستگی‌های تفکر خلاقانه، شایستگی‌های تفکر سیستمی، شایستگی‌های تفکر راهبردی و شایستگی‌های تفکر طراحی. نوآوری این پژوهش ارائه یک مدل کاربردی در راستای شناسایی، ارزیابی و توسعه شایستگی‌های کارآفرینانه مدیران در نهادهای عمومی غیردولتی است. نتایج این مطالعه علاوه بر افزایش دانش در حوزه شایستگی‌های کارآفرینانه مدیران، می‌تواند در تدوین سیاست‌های آموزشی و حمایتی در زمینه توسعه شایستگی‌های کارآفرینانه مدیران در نهادهای عمومی غیردولتی به سیاستگذاران یاری رساند.

Designing entrepreneurial competencies model of managers in public institutions (Case Study: Iran Chamber of Commerce, Industries, Mines and Agriculture)

چکیده English

Objective: The main problem of this research is the lack of a suitable framework for identifying and determining the entrepreneurial competencies of managers in Iran's Chamber of Commerce. In fact, since the most important pillar of the corporate entrepreneurship process is to pay attention to the entrepreneurial behavior of employees and develop an entrepreneurial culture, Therefore, the general goal of this research is to design a model of entrepreneurial competencies of managers in the Iran Chamber of Commerce.
Method: The methodology used in this research is based on the proposed model of "Research Onion". Research Philosophy: The philosophy of this research is an interpretative philosophy based on the interpretation of the opinions of the main stakeholders of the Iran Chamber of Commerce. Research approach: To advance this research, an inductive approach has been used. Research strategy: The strategy used in this research is a survey strategy. Research method: The method used in the research is the qualitative research method. Time horizon of the research: The time horizon of the current research is a cross-sectional study. Data collection and analysis of the research: The data collection tool of the current research is to conduct a semi-structured interview of the researcher with 14 of the main stakeholders of the Iran Chamber of Commerce through purposeful sampling until reaching the theoretical saturation stage. Also, based on the content analysis of the data collected from the interviews, first the sub-competencies were coded and finally the competency clusters were classified.
Findings: After analyzing the data and summarizing the extracted concepts, a total of 40 components were obtained, which were placed in 8 competency clusters.
Conclusion: The innovation of this research is to present a practical model in order to identify, evaluate and develop entrepreneurial competencies of managers in non-governmental public institutions.
