The theorists who have accepted the broad and systemic approach of the concept of regional innovation emphasize the contextual nature of innovation and are of the opinion that not only every country has a special and unique development path, but different regions of a country also have different economic, cultural, knowledge and The society has its own path and special solutions in the development of innovation. Today, the necessity of regional technology development and innovation as a principle in the development and economic growth of the country's regions is accepted by everyone, and taking into account the increased attention of policy makers and country officials to the issues of regional development, a correct understanding of the limits and angles of this concept is necessary. Based on that, you can analyze and make appropriate policy proposals. The regional innovation system, from the perspective of historical transition and the tools used, emerged in four successive stages. In this research, while introducing and explaining the features and components of various innovation systems, an attempt has been made to explain the place and historical course of the formation of these systems among different intellectual paradigms. In the following, the comparison of the innovation system of the region with other analytical models of the innovation system, different definitions and its functional and structural components are also presented. Some of the proposed models and frameworks in the development of regional innovation, such as the model of industrial clusters, the European Union model, have been briefly introduced, and the European Union's smart specialization model has been fully introduced as the most up-to-date regional innovation development strategy
